North planning committtee decisions – 5 March 2013
The following planning decisions were made by Shropshire Council’s south planning committee at its meeting on Tuesday 5 March 2013 in Oswestry.

Decision: That, subject to the applicant entering into a Section 106 Legal Agreement, outline planning permission be granted in accordance with the Officer’s recommendation.

Outline application for the erection of an agricultural dwelling to include access (Phase 5 of a 5 Phase development).
That, subject to;
- The applicant entering into a Section 106 Legal Agreement; and

Outline planning permission be granted in accordance with the Officer’s recommendation.

Application under Section 73a of the Town & Country Planning Act for the change of use of agricultural land for the flying of remote control model aircraft and the siting of a storage shed.
Decision: That planning permission be refused against the Officer’s recommendation for the following reason:
Taking into account the evidence supplied by local residents and the local Member regarding impact on residential amenity, and the model club breaching previously imposed planning conditions, the Members of the Committee were not satisfied that the use could be adequately and effectively controlled by conditions or that the applicant would adhere to any future planning conditions and as such considered the proposal to be contrary to the requirements of saved policies OS10 and OS11 of the Oswestry Borough Local Plan and policies CS5 and CS6 of the Shropshire Core Strategy.
Proposed Residential Development Land North Of Weston Road Morda – 12/04725/FUL
Erection of 21 no. affordable dwellings with associated access and parking.
Decision: That, subject to the Development Manager be given delegated authority to establish whether the application be supported by either a Section 106 Legal Agreement or by condition to ensure the dwellings remained affordable in perpetuity, planning permission be granted in accordance with the Officer’s recommendation.
Civic Centre High Street Whitchurch – 12/04983/FUL
Alterations to the Civic Centre and Library facades and forecourt, including removal of concrete panels and glazing, demolition of two lean-to stores, with new resurfacing, planting, lighting, altered car parking arrangements, enclosure of open alleyway with doors, relocation of main entrance and recladding of facade; internal alteration to foyer including relocation of kitchen and female WC; new mezzanine floor in market/sports hall.
Decision: That planning permission be granted in accordance with the Officer’s recommendation.
Land East Of Rock Farm Barns Stanton Upon Hine Heath – 12/05146/FUL
Change of use of agricultural land for the siting of six eco lodges for tourist use with associated car parking and landscaping; alterations to existing vehicular access.
Decision: That planning permission be refused against the Officer’s recommendation for the following reason:
The proposal is considered to be in an inappropriate location that did not take into account the local context and character, the site is not closely related to a settlement or existing tourism attraction where a range of services and facilities are available and the proposal did not demonstrate that the development would benefit local economy and employment, and as such the proposal is not considered to be sustainable tourism contrary to saved policy T10 (a) and (g) of the North Shropshire Local Plan and the requirements of policies CS5, CS6 and CS16 of the Shropshire Core Strategy.
Lea Hall Ash Whitchurch – 13/00123/FUL
Erection of 1no 50kW 3 bladed Endurance Wind Turbine mounted on a free standing 36m monopole mast, on a concrete base.
Decision: That planning permission be granted in accordance with the Officer’s recommendation.
