Central planning committee decisions – 10 October 2013

The following planning decisions were made by Shropshire Council’s central planning committee at its meeting on Thursday 10 Ocotber 2013 in Shrewsbury.

St Julian’s Friars Experimental Traffic Orders and Enhancement Scheme 

Decision:

1.  That the permanent implementation of the anti-clockwise One-Way and Restricted Zone Traffic Regulation Orders on Williams Way and St Julian’s Crescent be approved; and

2.  That, subject to the exact details of the scheme being agreed with the local Shropshire Councillor and relevant Cabinet member, following consultation with Shrewsbury Town Council, the implementation of the revised ‘enhancement scheme’ on St Julian’s Friars and the lower section of Wyle Cop, incorporating the resurfacing of the roads and footways and the implementation of an appropriate pedestrian crossing be approved.

 

Development Land north west Of Mill House, Kinton – 13/01591/FUL

Erection of two detached dwellings with associated garages, driveways and accesses.

Decision: That, subject to a Section 106 Legal Agreement to secure a contribution towards off-site affordable housing, planning permission be granted in accordance with the officer’s recommendation.

 

Development Land south Of Charleston House, Great Ness, Shrewsbury – 13/02229/OUT

Outline application (to include access) for the erection of 3 no. dwellings.

Decision:  

That, subject to:

  • a Section 106 Legal Agreement to secure a contribution towards off-site affordable housing; and
  • an ecological assessment being submitted and agreed with the council’s ecologist which adequately demonstrates that there will be no adverse impact on any protected species, or that any adverse impact can be properly mitigated. 

the Area Planning Manager be given delegated authority to grant outline planning permission, in accordance with the officer’s recommendation.

 

Development Land on east side Of Corner Farm Drive, Bicton Heath, Shrewsbury – 13/02423/FUL

Erection of 26 dwellings together with formation of new access.

Decision: 

That, subject to:

  • a Section 106 Legal Agreement to secure: 

                      i.     a commuted sum for the maintenance of the footpath to the west of Corner Farm Drive under a Section 38 Agreement;

                    ii.     the provision of three affordable units in perpetuity; and

                   iii.     a commuted sum of £34,200 for offsite affordable housing; and

the Area Planning Manager be given delegated authority to issue a decision following negotiation regarding the removal of the boundary hedge to the west of Corner Farm Drive, and the planting of a replacement behind the highway and footpath. 

Planning permission be granted in accordance with the officer’s recommendation. 

Land adj. Pengrove, Shrewsbury – 13/02527/FUL

Erection of two eco-friendly dwellings with access off Kingsland Road and associated landscape and open space improvements.

Decision:

That planning permission be refused, contrary to the officer’s recommendation, for the following reason:

The proposed development would fail to protect, conserve or enhance the character of the local part of the Shrewsbury Conservation Area and the corridor of the River Severn, as it would introduce a form of development that would be inappropriate in terms of its scale, pattern and design, and which would fail to take account of the local context and character and features that contribute to the local character.  Accordingly the proposal would adversely affect the visual, recreational and heritage value of the local environmental assets and would be contrary to the requirements of Polices CS2, CS6 and CS17 of the Shropshire Core Strategy and Parts 7, 11 and 12 of the National Planning Policy Framework.

 

15 Havelock Road Shrewsbury – 13/02752/FUL

Application under Section 73a of the Town & Country Planning Act 1990 for alterations to front including re-gravelling shared vehicular driveway and laying paviors (retrospective).

Decision: That planning permission be granted in accordance with the officer’s recommendation.

  

The Old Maltings Gift Shop 18 Hills Lane Shrewsbury – 13/02941/COU

Change of use from A1 (retail) to A5 (hot food takeaway).

Decision: That planning permission be granted in accordance with the officer’s recommendation.

 

7 Primrose Drive Shrewsbury – 13/03222/REM

Reserved matters application pursuant to outline planning application 13/01167/OUT for the erection of one residential dwelling and detached single garage (appearance, landscaping, layout and scale).

Decision: That the application for reserved matters be granted in accordance with the officer’s recommendation.

 

2 Honeysuckle Row Shrewsbury – 13/03264/OUT

Outline application for one residential dwelling including access as existing to garage.

Decision: That outline planning permission be granted in accordance with the officer’s recommendation.
