North planning committee decisions – 20 August 2013

The following planning decisions were made by Shropshire Council’s north planning committee at its meeting on Tuesday 20 August 2013 in Wem.

Horton Gate land off B4397 Horton, Wem – 12/02985/OUT
Outline application for the erection of an agricultural worker’s dwelling; formation of new vehicular access.
Decision: That, subject to Conditions and the completion of a Section 106 Legal Agreement, outline planning permission be granted contrary to the Officer’s recommendation, as the supporting evidence presented with the application demonstrated to the satisfaction of the Committee, that an exceptional need equivalent to that of a full-time agricultural worker to live permanently at Horton Gate in this open countryside location was essential and justified and therefore complies with policies CS5 and CS11 of the Shropshire Core Strategy, the Shropshire Local Development Framework SPD on the Type and Affordability of Housing and the national planning advice set out in the NPPF.

Land off Mill Street, Wem – 12/05051/FUL
Erection of a three storey terraced block comprising 9 town houses and 13 apartments with associated external works including formation of new vehicular access, estate road and car park.
Decision: That planning permission be refused contrary to the Officer’s recommendation for the following reasons:

1. The proposed scale and design of the development is considered to be harmful to the character and appearance of the area, located within a conservation area and will also have a detrimental impact on the adjoining residential amenities contrary to policy CS6 of the Shropshire Core Strategy and national planning advice set out in the National Planning Policy Framework; and

2. The site is within the Environmental Network for Shropshire and the loss of the site and woodland for the proposed redevelopment creates a barrier to this identified habitat, and greater weight has been given to retention of this natural environment over the weight to be given to the provision of new housing within the town centre. The proposal is considered to be contrary to policy CS17 of the Shropshire Core Strategy

Land on the west side of Ash Grove, Wem – 13/01542/FUL
Erection of 23 (two and three bedroom) affordable dwellings with associated landscaping and access road.
Decision: That subject to a Section 106 Legal Agreement to secure the affordability of the dwellings in perpetuity and the deletion of Conditions 13 and 14, planning permission be granted in accordance with the Officer’s recommendation.

2 Farmfields Rise, Woore – 13/01705/FUL
Erection of a double car port.
Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Development Land adj 5 Bridgewater Street, Whitchurch – 13/02030/FUL
Erection of two semi-detached dwellings.
Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Land west of Birch Close, Ruyton-XI-Towns – 13/01418/FUL
Erection of three dwellings (following demolition of all buildings on site); formation of parking area; erection of boundary fencing.
Decision: That planning permission be refused contrary to the Officer’s recommendation for the following reason:

1. Taking into account the local parking provision and highway network, the proposal to further reduce the amount of car parking available to local residents was considered to have a detrimental impact to the health and wellbeing of the community, did not safeguard residential and local amenity and results in the loss of an existing facility available to the immediate community. The proposal did not provide equivalent or improved provision, nor did it demonstrate that the existing amenity was not viable. As such the proposal is contrary to Policies CS6 and CS8 of Shropshire Council’s Core Strategy.
