South planning committee decisions – 4 February 2014

The following planning decisions were made by Shropshire Council’s South planning committee at its meeting on Tuesday 4 February 2014 in Shrewsbury. 

Application to register land known as Patshull Green, Albrighton as a Village Green 

Decision:  That the application for the land shown edged red on the plan to be a village green as detailed at Appendix 1 to the report be deferred, in order to determine ownership of the land and obtain further evidence of use.

Development land west of Coppice Green Lane, Shifnal, Shropshire (13/02989/OUT)

Outline planning application (to include access) for residential development providing up to 200 dwellings with associated parking, public open space, SUSs pond, landscaping and other ancillary works. 

Decision:  That, subject to satisfactory agreement being reached on a Section 106 Agreement relating to affordable housing provision, contributions to the Travel and Movement Strategy for Shifnal ,and reduction of speed limit on a section of Coppice Green Lane, planning permission be granted as a departure, as per the officer’s recommendation.

 

Home Farm, Claverley, Wolverhampton, WV5 7AW (13/03041/FUL)

Installation of one wind turbine with tower height of 18m, total height to tip 23.5m. 

Decision: That planning permission be granted as per the officer’s recommendation.

 

Development land off St Stephen’s Place, Bridgnorth, Shropshire (13/03708/FUL)

Erection of 27 dwellings, associated estates office, open public space, additional parking, vehicular access. 

Decision: 

That, contrary to the officer’s recommendation, planning permission be refused for the following reasons: 

  • The proposed development, by reason of the scale, height and massing of the ‘L’ shaped gateway entrance block, would have an overbearing impact upon the immediately adjacent existing dwellings, detracting from the character and appearance of the Bridgnorth Conservation Area and its setting. The development would fail to promote or reinforce the local distinctiveness of the area through the proposed built form not reflecting the scale and proportions of the adjacent Victorian terraced housing. The proposed development is therefore contrary to Shropshire Core Strategy policies CS6 and CS17 and the guidance set out in Section 7 of the National Planning Policy Framework.
  • The proposed development, through the siting of the proposed dwellings close to the eastern and southern site boundaries and the terraced properties to the west, and the provision of parking spaces immediately adjacent to the front and rear elevations of existing terraced properties (12-20 Severn Street) would detract from the outlook and living conditions of the existing properties, to the detriment of their residential amenities and contrary to Shropshire Core Strategy policy CS6.

 

Development land east of Coalport Close, Coalport Road, Broseley, Shropshire (13/04157/OUT)

Outline application for residential development for up to 30 dwellings and associated facilities to include means of access. 

Decision:  That, subject to the completion of a Section 106 Agreement relating to affordable housing provision and financial contribution to the reduction of speed limit on a section of Coalport Road, planning permission be granted as a departure as per the officer’s recommendation. 

Proposed wind turbine at Woodhouse Fields, Bourton, Much Wenlock, Shropshire (13/04729/FUL)

Erection of a wind turbine. 

Decision: Application deferred, awaiting submission of amended drawings. 

 

Land west of Jubilee Drive, Highley, Shropshire 13/04789/OUT

Outline (access) application for residential development (up to 58 dwellings), with formation of access (from Jubilee Drive), formation of allotments, earthworks balancing, pondsite remediation, structural landscaping, car parking and other ancillary works. 

Decision:  That, subject to a Section 106 Agreement in relation to affordable housing and an additional condition as set out in the Schedule of Additional Letters, planning permission be granted as a departure, and as per the officer’s recommendation.
