South planning committee decisions – 28 May 2013

The following planning decisions were made by Shropshire Council’s South planning committee at its meeting on Tuesday 28 May 2013 in Bridgnorth.

Brunswick House, 23 High Street, Cleobury Mortimer, Shropshire, DY14 8BY (12/03504/FUL)

Installation of 1. external condensing unit to the rear elevation (amended description).

Decision: That planning permission be granted in accordance with the Officer’s recommendation. 

Brunswick House, 23 High Street, Cleobury Mortimer, Shropshire, DY14 8BY (12/03505/LBC)

Installation of 1 no. external condensing unit to the rear elevation and 1no. compressor unit within the cellar affecting a Grade II Listed Building (amended description).

Decision: That Listed Building Consent be granted in accordance with the Officer’s recommendation. 

The Hot Rock Restaurant, Wyken, Bridgnorth, Shropshire, WV15 5NR (12/04213/FUL)

Application under Section 73a of the Town and Country Planning Act 1990 for erection of new frontage to entrance of restaurant and installation of extractor (Retrospective).

Decision: That planning permission be granted in accordance with the Officer’s recommendation, subject to additional conditions requiring a revised colour scheme for the frontage, and to clarify that the consent did not convey approval for external lighting. 

Firien Barn, Lower Bardley Court, Stottesdon, Kidderminster, DY14 8NE (12/04836/FUL)

Erection of single storey front extension. 

Decision: That, planning permission be granted in accordance with the Officer’s recommendation, subject to the following additional condition:

 That the new parking area shown on the approved drawings shall be constructed prior to work commencing on the extension hereby approved. 

Reason: In the interests of highway safety. 

Irises, 8 Angel Bank, Bitterley, Ludlow, Shropshire (12/05133/FUL)

Application under section 73a of the Town and Country Planning Act 1990 for the excavation of 2 No Pools and erection of a car port (Retrospective). 

Decision:  That, contrary to the Officer’s recommendation, planning permission be refused for the following reasons: 

The outbuilding is considered to be inappropriate by virtue of its size; in particular its height, and its poor physical appearance.  Furthermore, the pools are considered to be unsightly and detrimental to the special character of the area.  The scheme therefore is considered to be contrary to policy CS6 of the Shropshire Core Strategy having regard to the sensitive landscape being an Area of Outstanding Natural Beauty. 

High Holborn, Donington Lane, Albrighton, Wolverhampton, WV7 3AD (13/00002/FUL)

Erection of a detached garage (retrospective).

Decision: That planning permission be granted in accordance with the Officer’s recommendation. 

Land West Of Jubilee Drive, Highley, Shropshire (13/00041/OUT)

Outline (access) application for residential development (up to 58 dwellings) with formation of access (from Jubilee Drive); formation of allotments; earthworks; balancing pond; site remediation; structural landscaping; car parking; and other ancillary works.

Decision: That, contrary to the Officer’s recommendation, the application be deferred until the results of the current review of sites proposed in the Site Allocations and Management of Development (SAMDev), which may address the five year land supply issue, are known. 

33 Tong Forge, Shifnal, Shropshire, TF11 8QD (13/00270/FUL)

Application under Section 73a of the Town and Country Planning Act 1990 for the erection of vehicle storage building (part retrospective).

Decision: That planning permission be refused in accordance with the Officer’s recommendation. 

Land North Of Haughton Road, Shifnal, Shropshire (13/00273/OUT)

Outline planning application (all matters reserved) for the development of 3,000sqm office floorspace, with associated parking, earthworks and other ancillary works.

Decision: That contrary to the Officer’s recommendation planning permission be refused for the following reasons: 

  • The application site was on land outside the current development boundary for Shifnal, and would constitute a departure from Development Plan Policy and was contrary to Bridgnorth District Local Plan policy S4; and
  • Other sites in the area, identified as being suitable for B1 use, fell within the development boundary for Shifnal and are provided for in the emerging SAMDev policies for Shifnal. 

Tesco Stores Ltd, Corve Street, Ludlow, Shropshire, SY8 2PG (13/00407/VAR)

Proposed variation of condition 16 of planning permission 1/08850/P dated 21 July 1998 (as modified by planning permission 1/02/13042/VC dated 4 April 2002) to permit deliveries between 0900 and 1600 hours on Sundays and Bank/Public Holidays.

Decision:  That planning permission be granted in accordance with the Officer’s recommendation, subject to Condition No. 1 being amended to read as follows: 

Condition 16 of Planning Permission No. 1/08850/P is hereby varied.  No delivery vehicles shall arrive at, or park at the Tesco Store on Sundays and Bank Holidays except between the hours of 0900 hours and 1600 hours. 

Castle Meadow, Linney, Ludlow, Shropshire, SY8 1EE (13/00704/FUL)

Erection of a dwelling (existing swimming pool building to be removed) (revised scheme).

Decision: That planning permission be granted in accordance with the Officer’s recommendation, subject to the following: 

A Section 106 Agreement to secure the required affordable housing contribution; and in order to maintain the amenities of the area, Condition No. 5 to be amended to ensure that  demolition or construction works shall only take place between 08:00 hours to 18:00 hours, Mondays to Fridays, and 08:00 hours to 13:00 hours on Saturdays; and at no time on Sundays or Bank Holidays.

Erection of two storey extension to existing building to include removal of part of wall. 

Decision: That planning permission be granted in accordance with the Officer’s recommendation.
