A ground-breaking partnership between Shropshire Council’s housing and adult social care teams, along with Shropshire Towns and Rural Housing (STAR), and Cornovii Developments Limited, is transforming the lives of local residents with the opening of two new housing sites in Shrewsbury.

Nine individuals will soon move into their new homes, marking a major step towards independence for five people who will be living away from their family homes for the first time.

Ruth Houghton, Shropshire Council’s Cabinet member for social care, said:

“The initiative is more than bricks and mortar—it represents new beginnings and expanded opportunities for adults seeking greater autonomy. Supported Living accommodation is a great option for vulnerable adults to live independently in their own home and local community.”

James Owen, Cabinet member for housing and leisure, said:

“This partnership is about more than just building homes—it’s about opening doors to independence, dignity, and new possibilities for adults in our community.  This collaborative project stands as a beacon of hope and progress, paving the way for a future where vulnerable adults can access safe, sustainable, and affordable housing—empowering them to lead the lives they choose. I hope this is the first of many of these schemes.”

The newly developed properties have been designed with sustainability and affordability in mind. Each home is fitted with solar panels, air source heat pumps, and electric vehicle charging points, ensuring lower running costs and a smaller carbon footprint.

By clustering homes together, the partnership offers a ‘core and cluster’ care model, allowing residents to share support services, especially for overnight care, further enhancing their independence.

All properties are managed by respected social landlords, guaranteeing fair rent levels and long-term security.
