Decisions made by Central planning committee on 16 February 2017

The following decisions were made by Shropshire Council’s Central planning committee at its meeting at Shirehall, Shrewsbury on Thursday 16 February 2017.

  • Land west of Lesley Owen Way, Shrewsbury (16/00476/OUT) Outline application (all matters reserved) for mixed residential development to include affordable houses; formation of estate roads and vehicular access from Lesley Owen Way. Decision: That Members are minded to refuse this application on the basis that the proposed development fails to protect, restore, conserve and enhance the natural environment contrary to policy CS6 of the Core Strategy. In accordance with paragraph 17.4 of the Local Protocol for Councillors and Officers dealing with Regulatory Matters the application stands deferred to a future meeting.
  • Sunderton Farm, Uffington, Shrewsbury (16/04518/EIA) Erection of four poultry sheds, feed bins, solar photovoltaic panels and ancillary equipment, creation of access tracks to the site and alterations to existing vehicular access (Amended scheme). Decision: That delegated powers be given to the Area Planning Manager to grant planning permission subject to: the Conditions as set out in Appendix 1 of the report; the rewording condition 4; and there being no objections received following a 14 day re-consultation of dwellings on the access road affected by the revised scheme.
  • Stapleton Grange, Longden, Shrewsbury (16/04891/FUL) Retrospective siting of Solar Array Panels. Decision: That planning permission be granted as per the officer’s recommendation subject to the Conditions as set out in Appendix 1 of the report.
  • The Rowans, 46 Upper Road, Shrewsbury (16/05264/FUL) Change of use from Children’s Care Home (C2) to 5 Bedroomed Care Home for Adults with learning Difficulties (C3(b)). Decision: That planning permission be granted as per the officer’s recommendation subject to the Conditions as set out in Appendix 1 of the report.
  • Proposed dwelling on the east side of Primrose Drive, Shrewsbury (16/05410/FUL) Erection of single detached dwelling and garage; formation of vehicular access. Decision: That planning permission be refused contrary to the officer’s recommendation for the following reason: Members considered the proposal to be overdevelopment of the site, noting that the scale and design of the proposed development would have an adverse impact on the local street scene being out of keeping with the surrounding neighbourhood. As such the proposal is contrary to Policy CS6 of the Shropshire Core Strategy and Policy MD2 of the Shropshire Site Allocations and Management of Development.
  • Land at Oteley Road, Shrewsbury (16/03786/VAR106) Variation of Section 106 Legal Obligation pursuant to SA/02/0278/F. Decision: That consideration of the application be deferred.
  • Greenhous Meadow, Oteley Road, Shrewsbury (16/04201/VAR) Variation of condition 2 attached to Ref:14/00587/VAR dated 17/03/2016 relocate community football pitch. Decision: That consideration of the application be deferred.
