North planning committee decisions – 10 December 2013

The following planning decisions were made by Shropshire Council’s North planning committee at its meeting on Tuesday 10 December 2013 in Shrewsbury.

12/05240/FUL – Vicon Works,  Milton Drive, Market Drayton, Shropshire,  TF9 3SP

Erection of A1 (retail) unit with integral coffee shop; formation of vehicular access (off A53), estate roads, service yard/access (off Bert Smith Way via new bridge) and car parking; to include landscaping scheme and demolition of all existing buildings. 

Decision:  That the Area Planning Manager be granted delegated authority to issue planning permission in accordance with the officer’s recommendation, following consultation with the Secretary of State, and subject to the applicant entering into a Section 106 Legal Agreement. 

13/02273/OUT – Land on the south side of Greenfields Lane, Market Drayton

Outline (access) application for erection of one A1 (retail) food store and petrol station; relocation of sports pitch; highway alterations; pedestrian access (to Prospect Road) and demolition of all structures on site. 

Decision:  That planning permission be refused in accordance with the officer’s recommendation.

 Kenwick Lodge, Cockshutt, Ellesmere – 13/01989/FUL

Installation of a single 225kW generator wind turbine (46m high to tip) with control box and all associated works. 

Decision:  That planning permission be granted in accordance with the officer’s recommendation. 

Top House Farm, Cockshutt, Shrewsbury, Shropshire – 13/03101/FUL

Installation of one wind turbine to a height of 49m to blade tip; formation of access track and ancillary works. 

Decision:  That this item be deferred until a future meeting of this committee, to enable the applicant and officer to provide further information in relation to the size of the turbine and the amount of electricity to be generated. 

Spring Hill Farm, Warrant Road, Stoke Heath, Market Drayton – 13/03401/COU

Change of use of agricultural land to include the breeding of game birds. 

Decision:  That temporary planning permission for 3 years be granted in accordance with the officer’s recommendation. 

Land north Of Tedsmore Road, Holyhead Road, West Felton – 13/01221/OUT

Outline application (all matters reserved) for mixed residential development comprising 35 dwellings and 4 commercial units with associated open space. 

Decision:

That members were minded to refuse planning permission, against the officer’s recommendation, for the following reasons: 

  1. The infrastructure was inadequate and unable to serve any new development.  As such, the proposal is contrary to Policy CS6 of Shropshire Council’s Core Strategy.
  2. It is contrary to the Development Plan in that it is outside the existing Development Boundary, and in an area identified as open countryside in the emerging Site Allocations and Management of development DPD, and as such is contrary to policy CS4 of Shropshire Council’s Core Strategy. 

A further report would therefore be considered at a future meeting of this committee in accordance with Shropshire Council’s Constitution. 

Land west Of London Road, Irelands Cross, Woore – 13/02698/OUT

Outline application for the erection of ten dwellings (amended description). 

Decision:  That this item be deferred until a future meeting of this committee, to allow the committee to undertake a site visit to understand the location of the site in relation to Woore, and the infrastructure to support the development. 

Overdale, Middleton Road, Oswestry – 13/01142/FUL

Erection of a three storey block comprising 12 no. two bedroom apartments following demolition of existing building; alterations to existing vehicular access and formation of associated car parking. 

Decision: 

That planning permission be refused, against the officer’s recommendation for the following reason:- 

Taking into account the local context and character, the size, scale and design of the proposed development was considered unacceptable as it was out of character with the surrounding area, and the significant change in the roof line would have an adverse impact on the local street scene.  As such, the proposal is contrary to Policy CS6 of Shropshire Council’s Core Strategy. 

Residential development south of Old Mapsis Way, Morda, Oswestry – 13/03846/OUT

Outline application (access and scale) for the erection of ten single-storey dwellings; formation of parking area and vehicular access. 

Decision: 

That members were minded to refuse planning permission, against the officer’s recommendation, for the following reason: 

  1. The infrastructure was inadequate and unable to serve any new development.  As such, the proposal is contrary to Policy CS6 of Shropshire Council’s Core Strategy
  2. It is contrary to the Development Plan, in that it is outside the existing Development Boundary and in an area identified as open countryside in the emerging Site Allocations and Management of development DPD and, as such, is contrary to policy CS4 of Shropshire Council’s Core Strategy. 

A further report would therefore be considered at a future meeting of this committee in accordance with Shropshire Council’s Constitution. 

The Vicarage, Tilstock, Whitchurch – 13/01912/OUT

Outline application for residential development comprising 25 dwellings (all matters reserved). 

Decision: 

That members were minded to refuse planning permission, against the officer’s recommendation, for the following reason:- 

The foul drainage infrastructure was inadequate and unable to serve any new development, and therefore was contrary to Policy CS6 of Shropshire Council’s Core Strategy. 

A further report would therefore be considered at a future meeting of this committee, in accordance with Shropshire Council’s Constitution.
