North planning committee decisions – 30 April 2013

The following decisions were made by Shropshire Council’s north planning committee at its meeting on Tuesday 30 April 2013 in Oswestry.

Land to the East of Cliffe House Big Walls Ruyton XI Towns – 12/05197/REM

Application for consent of reserved matters (scale, appearance and associated landscaping) pursuant to outline permission 09/02729/OUT for the erection of 2 dwellings. 

Decision: That, subject to:

  • Condition 3 being reworded to include “prior to above ground works”; and
  • Condition 4 being redrafted to include the requirement of a landscape maintenance scheme reflective of the size of the proposed development. 

The application for reserved matters be granted in accordance with the Officer’s recommendation.

Glenside Whixall – 13/00325/FUL

Erection of (replacement) dwelling; detached single storey storage building to include bat loft.

Decision: That, subject to Condition 11 including the words “shall be erected, constructed or carried out”, planning permission be granted in accordance with the Officer’s recommendation.

The Stables Booley Road Stanton Upon Hine Heath – 13/00554/FUL

Formation of a manege with floodlighting. 

Decision:  That planning permission be granted in accordance with the Officer’s recommendation

Land South Of Hadley Farm Wrexham Road Whitchurch – 13/00656/FUL

Erection of an agricultural workers dwelling and double garage. 

Decision: That, subject to the applicant entering into a Section 106 Legal Agreement, planning permission be granted in accordance with the Officer’s recommendation.

Sunnyside Hollinwood Whixall – 13/00778/VAR

Variation of Conditions No. 2 (approved plans) and No. 3 (removal of permitted development rights) attached to planning permission 10/02710/FUL to allow first floor windows to be changed to doors (including removal of unauthorised balcony guard rail and installation of solid infill to block external lower section of doors); removal of hedges to west boundary and retention of wall and removal of unauthorised boarded fence to northern boundary and replacement with hedge planted on original boundary; retain existing greenhouse and garden store and take down/reduce height of southern wall, planting of a hedge (amended application). 

Decision:  That planning permission be granted in accordance with the Officer’s recommendation.

Sunnyside Hollinwood Whixall – 13/00779/FUL

Application under Section 73a of the Town and Country Planning Act 1990 for erection of greenhouse and garden shed; removal of hedges to west boundary and retention of wall and removal of unauthorised boarded fence to northern boundary and replacement with hedge planted on original boundary; and take down/reduce height of southern wall, planting of a hedge and erection of gate piers (retrospective) (amended application). 

Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Tilings Whittington Road Gobowen Oswestry – 13/01005/OUT

Outline application with some matters reserved for a residential development and alterations to access road.

Decision:  That outline planning permission be refused contrary to the Officer’s recommendation for the following reason:

  1. Taking into account the site location and surroundings, the proposal would lead to sporadic, unsustainable development that would undermine the “rural rebalance” approach to development.  As such the proposal is contrary to Policies CS1, CS4, CS5 and CS6 of Shropshire Council’s Core Strategy, and to Government advice contained in the National Planning Policy Framework (in particular paragraph 55; and
  2. Furthermore the proposed application site would result in a form of development which is not in keeping with the context and character of the immediate area.  The existing built form either side of the application site is linear in form, facing Whittington Road, with limited development to the rear of the frontage properties.  The proposed application site does not have a frontage to Whittington Road and as such would create a form of development which would be behind the existing built form and appear out of context.  As such would be contrary to the aims of policy CS6 to protect, restore or enhance the natural, built and historic environment.
