Central planning committee – decisions 7 February

The following planning decisions were made by Shropshire Council’s central planning committee at its meeting on Thursday 7 February 2013 in Shrewsbury.

Application to Register The Old School Green, Wattlesborough as a Village Green

That the Application be accepted and the land shown edged red on the plan accompanying the application be added to the Register of Village Greens for the reasons set out in the report.

Proposed Affordable Housing Site East of Merrington Road, Bomere Heath – 12/03406/FUL
Erection of 12 two storey affordable dwellings; formation of vehicular access.

Refused – contrary to the Officer’s recommendations, for the following reasons: 

It is considered that the proposed site is not suitable as a sustainable form of development as it is distant from local facilities eg shop and school; presented a public safety risk to future occupiers from the absence of pavement and street lighting north of the northernmost junction of Brook Road with Merrington Road; and is a form of ribbon development that would not represent a natural extension to the village as it will extend into unspoilt countryside. Accordingly the scheme is considered contrary to Policies CS6 and CS11 of the Shropshire Core Strategy, Supplementary Planning Document ‘Type and affordability of housing’ and the National Planning Policy Framework. 

Netley Old Hall Farm, Dorrington – 12/04521/FUL
Installation of a 10kw micro generation wind turbine and all associated works.

Application withdrawn by the applicant.

19 Longden Road, Shrewsbury – 12/04829/FUL
Demolish existing bungalow and replace with new two storey accommodation consisting of 2 apartments.

Approved, subject to S106 agreement to secure an affordable housing contribution – in accordance with the Officer’s recommendations, subject to the provision and permanent retention of 2 metre high fencing at the boundary with 17 Longden Road to maintain privacy between the properties.

12 Partridge Close, Shrewsbury – 12/05117/VAR
Removal of Condition No.6 and 7 on Planning Application 11/04245/FUL. Conversion and two storey extension of double garage to form self-contained annex.

Refused – contrary to the Officer’s recommendations for the following reasons:

It is considered that the private amenity space for both the existing and new dwelling if occupied separately is inadequate and out of context with the built form and character of the area.

It is considered that the use of the annex as a separate unit of accommodation, and in not being integral and incidental to the enjoyment of the existing dwelling on the plot, would produce an undesirable fragmentation of the curtilage. 

Accordingly the scheme is considered contrary to Policy CS6 of the Shropshire Core Strategy and Supplementary Planning Document ‘Type and affordability of housing’.

Land East of 1 Underdale Avenue, Shrewsbury – 12/05120/FUL
Erection of a detached garage with store above.

Approved – in accordance with the Officer’s recommendations, subject to Conditions 4 and 5 being amended to read:

  4.       The development hereby permitted shall only be used for the garaging of the owner’s private motor vehicles and ancillary domestic storage and shall at no time be used for any commercial or business purpose.

Reason: To protect the residential amenity of the surrounding area.

5.       All windows shall be permanently fixed and glazed with obscure glass, and shall thereafter be retained.  No windows other than those shown on the approved plans, shall be inserted in any part of the garage hereby approved.

Reason: To preserve the amenity and privacy of neighbouring properties.
