South planning committee – decisions 3 January 2013

The following planning decisions were made by Shropshire Council’s south planning committee at its meeting on Thursday 3 January 2013 in Bridgnorth.

Pen Y Wern Farm, Hobarris, Craven Arms, SY7 0JD (12/01910/FUL)
Conversion of outbuilding 1 to form two residential units; erection of 3-bay garage block; installation of sewage treatment plant; repositioning of outbuilding 3 and demolition of outbuildings 2 and 4.

Decision:  That planning permission be granted in accordance with the Officer’s recommendation, subject to the following additional Condition: 

  • Prior to the occupation of the units hereby approved details of the junction of the junction with the County highway to include drainage works shall be submitted to and approved by the local planning authority and the approved details shall be implemented in full.

Reason: In the interests of highway safety.

High Grosvenor, Dallicot, Worfield, Bridgnorth (12/02330/OUT)
Change of use of existing agricultural building to allow class B1c use.

Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Hill Farm, Chelmarsh, Bridgnorth, WV16 6AX (12/02772/FUL)
Erection of a stable/storage building and a separate field shelter building with associated hardstanding/parking area (Part Retrospective).

Decision: That planning permission be granted in accordance with the Officer’s recommendation, subject to the following additional Conditions: 

  • No development shall commence until full details of landscape works, including hard and soft landscape works, have been approved in writing by the local planning authority and these works shall be carried out as approved. Reason: To ensure the provision, establishment and maintenance of a reasonable standard of landscape in accordance with the approved designs, in the interests of the visual amenities of the area.
  • No portable buildings, caravans or other portable structures or lighting units associated with the use of the site for the keeping of horses shall be erected, placed or stored on the land without the prior consent in writing of the Local Planning Authority.

7 Crumps Brook Hopton Wafers Kidderminster DY14 0EP (12/03854/FUL)
Erection of 2 storey extension (following demolition of attached barn); insertion of dormer window and formation of loggia.

Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Castle Meadow Linney Ludlow SY8 1EE (12/04268/FUL)
Erection of a dwelling following removal of existing building.

Decision: That, contrary to the Officer’s recommendation, planning permission be refused for the following reasons: 

  • The development of this plot as indicated in the submitted drawings is considered to be harmful to the sensitive settings of the identified heritage assets in proximity to the site being the Town Walls; Ludlow Castle; St Laurence’s Church; and the Ludlow Conservation Area, contrary to paragraph 65 and section 12 of the National Planning Policy framework, and policies CS6 and CS17 Shropshire Core Strategy. 
  • The proposed detached dwelling, by reason of the juxtaposition of the proposed dwelling with the existing dwelling to the east, known as Castle Meadow, would appear to be overdevelopment of the existing garden resulting in a cramped appearance, contrary to the National Planning Policy Core Principles (4) and Shropshire Core Strategy policy CS6.

SHW Containers Ltd, New Road, Cleobury Mortimer, DY14 8AN (12/04312/FUL)
Erection of 21 dwellings with new vehicle/pedestrian access and associated infrastructure/open space following removal of existing containers.

Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Wheathill Touring Park Wheathill Shropshire (12/04317/VAR)
Variation of Condition No. 4 attached to 12/02363/FUL dated 7th September 2012 to increase the period of use of touring park from 6 months to 12 months of the year.

Decision: That planning permission be granted in accordance with the Officer’s recommendation.
