South planning committee decisions – 6 November 2012

The following planning applications were considered and decided by Shropshire Council’s south planning committee at its meeting on Tuesday 6 November 2012.

Proposed Prohibition of Waiting, Monday to Saturday, 8 am to 5 pm – Cul-de-Sac off Central Avenue, Church Stretton
Decision: That the prohibition of waiting, as indicated in the report, be implemented Monday to Saturday, between 8 am to 4 pm in the cul-de-sac off Central Avenue, Church Stretton.

Rotten Row Farm, Buttonbridge, Kinlet (12/00270/FUL)
Change of use of land for the siting of twelve holiday chalets and installation of two septic tanks.
Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Land adjacent Public House, Royal Oak, Alveley (12/00527/FUL)
Erection of a combined stable and agricultural barn on land adjacent to the Royal Oak public house.
Decision: That, contrary to the Officer’s recommendation, planning permission be refused for the following reasons:

The proposed building, by reason of its scale and massing, would not be commensurate with needs of the agricultural paddock and would detract from the visual amenity and openness of the Green Belt. The proposed development would therefore be contrary to policies CS5, CS6 and CS17 of the Shropshire Core Strategy, to saved policy S3 of the Bridgnorth District Local Plan and paragraph 89 of the National Planning Policy Framework

Proposed Sewage Treatment Works, Longville in the Dale (12/01350/MAW)
Change of use to provide new Sewage Treatment Works.
Decision: That, subject to the following informative, planning permission be granted in accordance with the Officer’s recommendation:

To reduce the risk of flooding, Severn Trent Water be requested to approach the riparian owner of the adjacent ditch to require that the ditch be kept clear of debris at all times.

Land opposite Yew Tree Cottage, Upton Cresset (12/01441/FUL)
Use of land for siting of a timber cabin for use as a holiday let in conjunction with existing stables.
Decision: That planning permission be granted in accordance with the Officer’s recommendation.

Daniel’s Mill, Knowle Sands, Bridgnorth (12/02501/FUL)
Application under Section 73A of the Town & Country Planning Act for the erection of two timber chalets (modification to previously approved 08/0622) to allow for first floor accommodation (Part Retrospective).
Decision: That planning permission be granted in accordance with the Officer’s recommendation.

The Pheasant Inn, Britons Lane, The Smithies, Bridgnorth (12/02762/FUL)
Change of use from public house to residential accommodation.
Decision: That, contrary to the Officer’s recommendation, planning permission be refused for the following reasons:

The proposed development would result in the permanent loss of a valued local facility to a community where this service is considered important to social and economic vitality and a high quality of life. Insufficient evidence has been provided to demonstrate that reasonable attempts have been made to maintain a viable business by exploring the potential diversification of the business. While the property has been advertised for sale it is considered that the guide figures quoted for offers have not reflected the current market value of The Pheasant Inn as a public house and these figures would have deterred potential purchasers. It has not, therefore, been clearly established that the public house could not be made viable in the future. Consequently the proposal is contrary to policies CS1, CS6 and CS8 of the Shropshire Core Strategy, to policy RR4 of the West Midlands Regional Spatial Strategy and paragraphs 28 and 70 of the National Planning Policy Framework.

6 Rough Lane, Broseley (12/03141/FUL)
Erection of two bedroom affordable dwelling; formation of vehicular access.
Decision: That, subject to the following, planning permission be granted in accordance with the Officer’s recommendation:

  • Completion of a Section 106 Agreement to ensure the dwelling remained affordable in perpetuity; and
  • Prior to the commencement of the development details of the culvert shall be approved in writing by the Local Planning Authority.
