North planning committee decisions – 16 October 2012
The following planning applications were considered and decided by Shropshire Council’s north planning committee at its meeting on Tuesday 16 October 2012.
ABP, Hordley, Ellesmere – 10/01784/EIA
Construction of new abattoir and lairage buildings following demolition of existing abattoir and buildings; associated expansion of site road.
Decision: That this item be deferred until a future meeting of this Committee, to enable a full assessment of the alternative route following consultation with the highway authority, local members and residents along the alternative route.
Sycamore Cottage, Treflach, Oswestry – 11/04609/OUT
Outline application (all matters reserved) for the erection of 2 detached dwellings with associated garaging.
Decision: That, subject to:
- The amendment to Conditions as set out in the update sheet
- Condition 5 being amended to require a structural survey of the access track/Offas Dyke and ensure its protection following construction works;
- Condition 7 being amended to require that the surfacing of the access road leading to the site shall be permeable to avoid the potential for increased flood risk;
- Condition 8 being amended to reflect that the junction shall be maintained in accordance with the approved details;
- The deletion of informative 3 as this was a duplication; and
- An additional informative that the applicant give consideration to suspending the operation of the traffic lights during weekends.
Planning permission be granted in accordance with the Officer’s recommendation.
Yew Tree Farm, Wistanswick – 12/01219/OUT
Outline application for the erection of replacement dwelling.
Decision: That, subject to the amendment to Condition 1 as set out in the update sheet, planning permission be granted in accordance with the Officer’s recommendation.
Yew Tree Farm, Wistanswick – 12/01265/OUT
Outline application for the erection of two dwellings to include the formation of a new vehicular access and installation of sewage treatment plant (Amended Description).
Decision: That, subject to the applicants entering into a Section 106 Legal Agreement and the amendment to Condition 1 as set out in the update sheet, planning permission be granted in accordance with the Officer’s recommendation.
Mereside Cottage Barn, Mereside, Ellesmere – 12/02834/FUL
Conversion of former farm building and pig sty into self-catering holiday cottage.
Decision: That, subject to:
The amendments to Conditions as set out in the update sheet
- Condition 7 being amended to reflect that there be no increased load impact on the surfacing of the car parking area nor increased lateral stress on the retaining wall;
- An additional Condition to require any windows and doors along the eastern elevation shall have obscure glazing;
- An additional Condition to require the line of close boarded fencing be treated and thereafter maintained in accordance with the amended plans; and
- An additional Condition to require the highway improvements and car parking area to be carried out in accordance with the approved plans prior to first occupation of the holiday accommodation.
Planning permission be granted in accordance with the Officer’s recommendation.
Lea Hall, Ash, Whitchurch – 12/03001/FUL
Installation of two wind turbines on 36m high masts with three 9m blades; ancillary works.
Decision: That planning permission be refused against the Officer’s recommendation for the following reason:
1. The scale, size and number of proposed turbines were not considered appropriate and would have an adverse impact upon the local character and quality of the landscape. In addition, the proposal would not retain or enhance the existing natural features and tourism in the area nor safeguard users of the restricted bywayby virtue of the scale and distance from the restricted byway. Accordingly the scheme was contrary to Core Strategy Policies CS6 and CS16 of the Shropshire Core Strategy.
Land Adjacent 2 Moorland Cottages, Station Road, Baschurch – 12/00074/FUL
Erection of 11 dwellings with associated access parking and amenity areas.
Decision: That, subject to:
- The applicants entering into a Section 106 Legal Agreement;
- The amendment to Condition 12 as set out in the update sheet;
- Condition 3 being amended to reflect the visibility splays of a depth of 2.4 metres for a length of 45 metres from the centre point of the junction of the access road with the public highway in a southerly direction and visibility splays of a depth of 2.4 metres for a length of 120 metres from the centre point of the junction of the access road with the public highway in a northerly direction; and
- An additional condition restricting the hours of construction.
Planning permission be granted in accordance with the Officer’s recommendation.
Proposed Sawmill East Of Western Way, Adderley Road, Market Drayton – 12/01321/FUL
Change of use of land for the development of Saw Mill complex to include saw mill, treatment building, shop and offices, workshop building, store, drying kiln and associated hardstanding and boundary fencing.
Decision: That, subject to the inclusion of a pre-commencement condition to require details of the siting and design of the kiln, planning permission be granted in accordance with the Officer’s recommendation.
