Central planning committee decisions – 20 September 2012

The following planning applications were considered and decided by Shropshire Council’s central planning committee at its meeting on Thursday 20 September 2012.

Coach Bay, Bellstone, Shrewsbury
The Committee is recommended to approve the implementation of the Coach Bay layout subject to the Experimental Traffic Order between 1 April 2011 and 30 September 2012, as shown in Appendix 3.
Decision:
(a) That the Experimental Traffic Order for the Coach Bay on Bellstone, Shrewsbury be allowed to lapse on 30 September 2012 and the pre-existing traffic restrictions be reinstated.
(b) That the Highways Manager be requested to explore an alternative siting for the Coach Bay within The Tannery Car Park in Barker Street and at the Raven Meadows Bus Station.

Besford House, 42 Trinity Street, Shrewsbury – 12/01496/FUL
Erection of 14 new dwellings with associated parking and access following demolition of existing building.
Decision: REFUSED – contrary to the Officer’s recommendations for the following reasons:

Besford House is an important heritage asset in the area and its demolition would not preserve or enhance the character or appearance of the Conservation Area. Accordingly the application is considered contrary to Policies CS6 and CS17 of the Shropshire Core Strategy.

The proposed design and density of the development is inappropriate and would be detrimental to the amenities of existing residents and would not preserve or enhance the character or appearance of the Conservation Area. Accordingly the scheme is considered contrary to Policies CS6 and CS17 of the Shropshire Core Strategy

Land to Rear 31-37 Belle Vue Gardens, Shrewsbury – 12/02216/FUL
Erection of a detached dwelling and garage.
Decision: APPROVED SUBJECT TO S106 AGREEMENT TO SECURE AN AFFORDABLE HOUSING CONTRIBUTION – in accordance with the Officer’s recommendations.

Land adjacent to Units 8, 8A and 9, Bicton Business Park, Isle Lane, Bicton – 12/02407/COU
Change of land use from paddock to B8 open storage use.
Decision: APPROVED – in accordance with the Officer’s recommendations, subject to an additional condition on the provision of fencing

Oaklands, Laundry Lane, Shrewsbury – 12/02770/FUL
Erection of 1No. single storey dwelling with associated access and landscaping.
Decision: REFUSED – contrary to the Officer’s recommendations for the following reasons:

The footprint of the proposed development is inappropriate and would appear cramped on the plot and out of keeping with the existing and proposed residential curtilages in the vicinity of the site. Accordingly the scheme is considered contrary to Policy CS6 of the Shropshire Core Strategy.

The proximity of the proposed dwelling to the trees within and adjacent to the plot is inappropriate and not in keeping with the British Research Establishment guidance. This would have a detrimental impact upon the residential amenities of proposed and future occupants Accordingly the proposal would be contrary to the requirements of Policies CS6 and CS17 of the Shropshire Core Strategy

The potential adverse impact of the development on the roots of a tree protected by a Tree Preservation Order.

4 New College Road, Shrewsbury – 12/02951/FUL
Application under Section 73a of the Town and Country Planning Act 1990 for the erection of outbuilding and lean-to wood store.
Decision: APPROVED – in accordance with the Officer’s recommendations.
