Central planning committee decisions

 The following planning applications were considered and decided by Shropshire Council’s central planning committee at its meeting on Tuesday 28 June 2012.

1) A5064 London Road Enhancement Scheme
Shropshire Council has developed a highway enhancement scheme for London Road, Shrewsbury, incorporating carriageway and footway resurfacing work and improvements for pedestrians and cyclists. The scheme concerns the section of London Road from the Column Roundabout to Shrewsbury College.

Decision: approved in line with officer recommendations.

2) Application to register land known as Church Bridge Field, Dorrington as a Village Green
Following a public inquiry the inspector’s report has now been received. The report to committee highlights the inspector’s findings and recommends that that the inspector’s recommendations are accepted and that the land is registered as a village green.

Decision: Acceptance of the Inspector’s Report and recommendation APPROVED for the Application Land, as shown on Map A attached to Application VG(a) 88 to be registered as a new village green under section 15(2) of the Commons Act 2006 and the register being amended accordingly

3) Land adjacent Pengrove, Shrewsbury
11/05021/FUL

Erection of two eco-friendly residential dwellings with associated landscaping and access improvements.

Decision: REFUSED – contrary to the Officer’s recommendations for the following reasons:

 The proposed development would fail to protect, conserve or enhance the character of the local part of the Shrewsbury Conservation Area and the corridor of the River Severn, as it would introduce a form of development that would be inappropriate in terms of its scale, pattern and design, and which would fail to take account of local context and character and features that contribute to the local character. Accordingly the proposal would adversely affect the visual, recreational and heritage value of the local environmental assets and would be contrary to the requirements of Policies CS2, CS6 and CS17 of the Shropshire Core Strategy and Parts 7, 11, and 12 of the National Planning Policy Framework.

4) Former Council Yard, land off Underdale Road, Shrewsbury
11/05661/FUL

Erection of 16 affordable dwellings, new access road, car parking, external works and landscaping.

Decision: APPROVED – in accordance with the Officer’s recommendations, subject to an additional condition for agreement on the final design and the screening of the sewerage pumping station

5) 145 Monkmoor Road, Shrewsbury
12/01511/FUL

Erection of a pair of semi-detached dwellings to include new access following demolition of existing dwelling.

Decision: REFUSED – contrary to the Officer’s recommendations for the following reasons:

The Local Planning Authority is of the view that the proposed development is inappropriate in terms of the appearance of overdevelopment and cramming of the site and the proposed parking arrangements would be detrimental to highway safety. Accordingly the scheme is considered contrary to Policy CS6 of the Shropshire Core Strategy.
