Fines for littering and dog fouling
People in Shropshire are being reminded to properly dispose of their rubbish and clean up after their dogs – or risk being fined.
In the 2011/12 financial year Shropshire Council issued 53 Fixed Penalty Notices (FPNs) to people caught littering or not cleaning up mess left by their dog.
Some of the most common concerns highlighted at community meetings in the county, next to speeding traffic, are littering – including flytipping – and dog fouling.
To address these issues, council officers have been trained to use delegated powers to tackle environmental crime. They are able to issue FPNs – but their work is not just about dealing with isolated incidents. They work closely with communities, talking to local councillors, residents, partnership agencies, including the police, and checking recorded data to look at the bigger picture. Based on this research they carry out wider enforcement and educational work, often involving partners.
Steve Charmley, Shropshire Council’s Cabinet member responsible for environmental enforcement, said:
“Littering and dog fouling is a major issue for people in Shropshire and we take these concerns very seriously.
“It is an offence to drop litter in the open air, and dog owners are also required by law to clean up after their dog. Flouting of these laws will not be tolerated; it blights our beautiful county and costs all of us as taxpayers a considerable amount of time and money to clear up.
“While we would prefer to gently encourage everyone to use the bins provided, we can, and will, take stronger action to keep Shropshire clean. We recognise that most people are responsible, but there is a sizeable minority who need to change their behaviour by acting responsibly and being considerate neighbours.
“People should be aware that we are prepared to take a harder line, and failure to dispose of rubbish and dog mess in the appropriate manner, either by using the council dog or litter bins, or by taking it home and putting it in the bin, can result in a FPN being issued, or possible prosecution.
“Residents can help us to tackle the problem by letting us know if they see anyone littering or repeatedly letting their dog foul. We need the majority to play a part in helping the minority change their ways. Together we can keep Shropshire clean and tidy – and a place that residents can be proud of.”

The Fixed Penalty Notice charge is currently set at £80, with a reduced fine of £50 if it is paid within 14 days. The FPN gives the person the opportunity to discharge any liability for conviction. If payment is not made, prosecution in the Magistrates Court is pursued, where higher fines are enforced.
