Central planning committee decisions – 2 June 2011
A summary of the decisions made by Shropshire Council’s central planning committee at its meeting on 2 June 2011.

(i) 11/00490/FUL – Hunting Lodge, Condover
Change of use of part of Bomere Water Ski Centre, Condover to permit (in addition to the existing users permitted in planning permission 05/1030/VAR), schools based activities comprising Kayaking and Raft Building on weekdays Monday to Friday from 09.00 hrs to 17.00 hrs between the months of April and October.
Decision: Consideration DEFERRED until the next meeting to allow for further assessment of information on ecological impact and address concerns over the extent proposed site position with the applicant.
(ii) 11/00494/FUL – New Barns, Habberley, Shrewsbury
Conversion of stone barn into agricultural workers dwelling and installation of septic tank.
Decision: APPROVED – as per the conditions set out in the report, with the following amendment of condition 9 set out below, and subject to a Section 106 Agreement for the retention of the property as an affordable dwelling should the equestrian/agricultural need cease.
“The dwelling hereby permitted shall only be occupied by a person solely or mainly employed, or last employed, in the equestrian or agricultural business at New Barns, Habberley, Shrewsbury, SY5 0SQ, or a dependent of such a person residing with him or her or a widow or widower of such a person.”
(iii) 11/00730/FUL – The Chestnut, 1 The Orchard, Whitehouse Lane, Bomere Heath, Shrewsbury
Erection of a first floor extension above existing garage (amended description)
Decision: APPROVED – as per the conditions set out in the report.
(iv) 11/01024/FUL – Cound Garage Building, Cound, Shrewsbury
Erection of two detached dwellings with detached garages; conversion of existing Smithy Barn to provide annex residential living accommodation and formation of new vehicular access following blocking up of existing (amended application ref: 09/00354/FUL).
Decision: REFUSED – against Officer’s recommendations for the following reasons:
a) The scale and design of the proposed development is inappropriate and not in keeping with adjoining properties.
b) The proposed development would have a detrimental impact on the amenity of residents of neighbouring properties.
(v) 11/01115/FUL – Land rear of 239 Wenlock Road, Shrewsbury
Erection of a detached 2 bedroom bungalow.
Decision: REFUSED – against Officer’s recommendations for the following reasons:
The scale and design of the dwelling would appear cramped and out of character with the local area and existing buildings. Accordingly the proposal is contrary to Policy CS6 of the Shropshire Core Strategy.
(vi) 11/01180/COU – 1 Weston Drive, Shrewsbury
Application under section 73a of the Town and Country Planning Act 1990 for change of use from domestic garage to hairdressing business (use Class A1) for a temporary period of 12 months (Retrospective) (amended description).
Decision: APPROVED – as per the conditions set out in the report, with the inclusion of the following condition:
That no advertisements on the outside of the property will be permitted.
(vii) 11/01223/FUL – Land adjacent to 1 Grange Lane, Condover, Shrewsbury
Erection of one dwelling with attached garage and creation of new vehicular and pedestrian accesses
Decision: APPROVED – as per the conditions set out in the report.
(viii) 11/01280/FUL – Land north of Park Meadow, Minsterley, Shrewsbury
Erection of 8 no. affordable dwellings.
Decision: APPROVED – as per the conditions set out in the report.
