Council residential home praised by inspectors
Inspectors have praised the “knowledgeable and well trained” staff team at a Shropshire Council residential home as part of a report which gives the home a top rating for standards of care.
The Care Quality Commission (CQC) has commended Kempsfield Residential Home in Shrewsbury for meeting all the essential standards of quality and safety, awarding it the highest judgement possible of compliant in all areas.
Inspectors said that staff at the home for adults who have a learning disability “were seen to be courteous, supportive and discreet”, “relaxed, kind and patient” and provided “the support that people needed to enjoy a good quality of life”.
They applauded how staff were “knowledgeable about people’s identified needs and how to manage behaviours and support people effectively”. They added that people were “supported by a well-trained staff team who knew their care and support needs well”.
The report also highlighted how residents were fully supported to make choices as far as they were able and people’s likes, dislikes, preferences and goals were considered in relation to the care and support that they received.
Inspectors said: “The home effectively ensures that people’s views are considered and listened to in relation to the running of the service.”
Debbie Mowl, manager of the home, said:
“We know we are getting it right because we have 20 happy residents. Our aim is always for Kempsfield to be a happy place to live, and this is achieved by having an excellent staff team.”
Ann Hartley, Shropshire Council’s Cabinet member for health and well-being, said:
“This is another fantastic report for our social care services, showing that we are providing high standards of support across the county.
“The dedication of staff and their commitment to ensuring residents live full, happy lives comes across clearly in the inspector’s comments; it is wonderful that the difference they are making day-to-day has been recognised.”
Steve Charmley, Shropshire Council’s Cabinet member responsible for disability, added:
“The residents and their needs and wishes are at the heart of this service. To hear from independent inspectors that we are exceeding standards and that residents feel well supported, involved and consulted is a great reflection on everyone involved in the service.”

CQC inspections are graded from ‘compliant’ to ‘major concern’. Receiving a ‘compliant’ rating signifies that a service is consistent and reflective of individuals’ needs, demonstrates the high level of quality care, and represents real dedication from staff.
The CQC carried out this inspection as part of their routine schedule of planned reviews. Inspections are designed to assure vulnerable adults, their families and carers, the public, councils and the Government of the quality and standard of the service provided.
