South planning committee decisions – 7 January 2014

The following planning decisions were made by Shropshire Council’s South planning committee at its meeting on Tuesday 7 January 2014 in Shrewsbury.

33 Park Lane, Shifnal, Shropshire, TF11 9HD (12/05208/OUT)

Outline application for a residential development of up to 6 No dwellings to include access. 

Decision:  That planning permission be granted as a departure, in accordance with the officer’s recommendation, subject to a Section 106 Agreement in respect of an affordable housing contribution. 

29 Park Lane, Shifnal, Shropshire, TF11 9HD (13/02148/OUT)

Outline application for the erection of 1No dwelling to include integral single garage (all matters reserved). 

Decision:  That planning permission be granted as a departure, in accordance with the officer’s recommendation, subject to a Section 106 Agreement in respect of an affordable housing contribution. 

Springhill Industrial Estate, Aston Street, Shifnal, Shropshire, TF11 8DR (13/03055/FUL)

Mixed residential development of 115 dwellings; associated highway works; formation of open space; boundary treatment; drainage infrastructure (amended description). 

Decision:

That planning permission be granted as a departure as per the officer’s recommendation, subject to:

  •  Satisfactory agreement being reached on adjustments to the landscaping scheme;
  •  A Section 106 Agreement relating to affordable housing provision, the provision of offsite measures/ contributions required to improve pedestrian/cycle linkages to/from the site and to secure the provision and maintenance of the open space by an appropriate body; and
  • Planning officers being given delegated authority to enter into discussions with the applicant to investigate the possibility of including real chimneys, and a more scattered positioning of the affordable housing. 

Moat Farm, Alcaston, Church Stretton, SY6 6RP (13/03436/FUL)

Conversion of existing former agricultural buildings to form eight dwellings. 

Decision:  Application deferred, at the request of the applicant. 

5 The Hawthorns, Bridgnorth, Shropshire, WV16 5JG (13/03951/VAR)

Variation of Condition No. 2 attached to planning permission 11/01719/FUL for the erection of split-tiered (bungalow) dwelling to allow for a material amendment. 

Decision:  That, subject to additional conditions to ensure the plant room void remains uninhabited and that no internal access door from the void be created, planning permission be granted as per the officer’s recommendation. 

53 Brimstree Drive, Shifnal, Shropshire, TF11 9PX (13/04159/OUT)

Outline application for the erection of a dwelling to include means of access. 

Decision:  That, contrary to the officer’s recommendation, planning permission be refused for the following reasons: 

The proposed development, by reason of the loss of open green space and the likely close proximity of the built development to the back edge of the footpath, would result in a cramped form of development, detracting from the character and appearance of the streetscene and layout of the estate. The development would therefore be contrary to Shropshire Core Strategy policy CS6 and paragraph 58 of the National Planning Policy Framework.
