North planning committee decisions – 15 October 2013

The following planning decisions were made by Shropshire Council’s North planning committee at its meeting on Tuesday 15 October 2013 in Wem.

Land Adjacent to Woodbury, Hengoed, Oswestry – 13/02994/OUT

Outline application for the erection of a detached dwelling to include means of access. 

Decision: That planning permission be granted in accordance with the officer’s recommendation. 

Land Adjoining Yeardsley, Croeswylan Lane, Oswestry – 13/02031/FUL

Erection of a two storey dwelling. 

Decision: That planning permission be granted in accordance with the officer’s recommendation. 

Former Oswalds Stores, Oswald Well Lane, Oswestry – 12/03718/FUL

Demolition of existing buildings and erection of five dwellings, with associated landscaping works. 

Decision: 

That planning permission be refused, contrary to the officer’s recommendation, for the following reasons: 

  1. Taking into account the local context and character, the layout scale and design of the proposed development is not considered to relate well to the surrounding area, would create a cramped form of development having an adverse overbearing and oppressive effect on the residential amenity of adjacent occupiers.  Furthermore the proposed outside amenity space is inadequate in terms of layout and scale, and the arrangements for the storage of and access to refuse bins are considered to be unsatisfactory leading to adverse impacts on the residential amenity of adjoining occupiers and future occupiers of the development .  As such the proposal is contrary to Policy CS6 of Shropshire Council’s Core Strategy and the Type and Affordability of Housing SPD. 
  2. The Local Planning Authority considers that the proposed development would lead to a series of unsatisfactory vehicular accesses on to Oswald’s Well Lane by virtue of the garages opening directly on to the pavement and the curve of the highway with a resultant danger to pedestrian safety and the free flow of traffic on the highway contrary to policy CS6 of the Shropshire Core Strategy.

 Market Drayton Supermarkets – Introductory Report 

Vicon Works, Milton Drive, Market Drayton – 12/05240/FUL

Erection of A1 (retail) unit with integral coffee shop; formation of vehicular access (off A53), estate roads, service yard/access (off Bert Smith Way via new bridge) and car parking; to include landscaping scheme and demolition of all existing buildings. 

Decision: That this item be deferred until a future meeting of this committee, following the receipt of two letters from solicitors acting on behalf of the applicant which the council had taken legal advice in respect of the content.

Land on the South Side of Greenfields Lane, Market Drayton – 13/02273/OUT

Outline (access) application for erection of one A1 (retail) food store and petrol station; relocation of sports pitch; highway alterations; pedestrian access (to Prospect Road) and demolition of all structures on site. 

Decision: That this item be deferred until a future meeting of this committee, following the receipt of two letters from solicitors acting on behalf of the applicant of agenda item 9 which the council had taken legal advice in respect of the content.
