North planning committee – decisions 2 April 2013
The following planning decisions were made by Shropshire Council’s North planning committee at its meeting on Tuesday 2 April 2013 in Wem.
Former Oswalds Stores Oswalds Well Lane Oswestry – 12/03718/FUL
Demolition of existing buildings and erection of five dwellings with associated landscaping works.
Decision: Application withdrawn from the Agenda.
Plas Ffynnon 12-14 Middleton Road Oswestry – 12/04804/FUL
Conversion for former offices to form 15 self contained apartments, to include some demolition; provision of parking area and cycle storage, to include felling of trees.
Decision: That, subject to the additional condition as set out in the schedule of additional letters, excluding the words in a) “without the prior written approval of the Local Planning Authority” and in b) “without the prior written consent of the Local Planning Authority”, planning permission be granted in accordance with the Officer’s recommendation.
Styche Valley Farm Longslow Market Drayton – 12/04894/OUT
Outline application (access and layout) for the erection of one essential workers dwelling for agricultural contracting business; formation of new vehicular access and installation of septic tank drainage system.
Decision: That, subject to the Planning Services Manager be given delegated authority to establish an appropriate set of planning conditions and Section 106 Legal Agreement, planning permission be granted, contrary to the Officer’s recommendation for the following reason:
1. Taking into account the support expressed by Moreton Say Parish Council, that the applicant had lived in the area for a number of years and had an established agricultural contracting business, the proposal was considered to enhance the countryside vitality and character and would improve the sustainability of the rural community and had due regard to animal welfare and security, and as such there was a functional need for the dwelling for the proper functioning of the enterprise. Accordingly the development was considered to be in accordance with Policies CS5, CS11 and CS13 of Shropshire Council’s Core Strategy.
Benedict House 17 Chapel Street Wem – 12/04956/LBC
Erection of a rear porch and toilet affecting a Grade II Listed Building.
Decision: That listed building consent be granted in accordance with the Officer’s recommendation.
Proposed Residential Development Adj 5 Bridgewater Street Whitchurch – 12/05205/FUL
Erection of a terrace of 3 dwellings landscaping and associated car parking.
Decision: That planning permission be refused contrary to the Officer’s recommendation for the following reason:
1. Taking into account the local context and character, the layout and design of the proposed site would create a cramped form of development; the proposal provided substandard accommodation, minimal outside amenity space and inappropriate parking provision. As such the proposal is contrary to Policy CS6 of Shropshire Council’s Core Strategy; paragraph 17 of the National Planning Policy Framework (NPPF) and paragraph 2.16 of the Supplementary Planning Document (SPD) on the Type and Affordability of Housing.
Proposed Sawmill East Of Western Way Adderley Road Market Drayton – 13/00162/VAR
Variation of Condition No.15 of planning permission 12/01321/FUL to vary operating hours.
Decision: That, subject to:
- Condition 8 being amended to stipulate the bund shall be 4 metres high by 10 metres wide, and the acoustic fence shall be 4.8 metres high; and
- Condition 15 being amended to reflect that HGV collections and deliveries can enter and leave the site at any time, but the loading and unloading shall not be undertaken: before 6.00 a.m. or after 7.00 p.m. on weekdays; before 7.00 a.m. or after 5.00 p.m. on Saturdays; or before 10.00 am. or after 4.00 p.m. on Sundays and Bank Holidays.
Planning permission be granted in accordance with the Officer’s recommendation.
