Central planning committee decisions – 6 February 2014

The following planning decisions were made by Shropshire Council’s Central planning committee at its meeting on Thursday 6 February 2014 in Shrewsbury. 

Vashlyn, Woodfield Road, Shrewsbury, Shropshire, SY3 8LU (13/04608/FUL)

Erection of five detached dwellings following demolition on existing bungalow to include associated access improvements and landscaping. 

Decision: 

That planning permission be refused, contrary to the officer’s recommendation, for the following reasons:

  1. The LPA consider that the proposed development would represent an overdevelopment of the site which fails to safeguard the local and residential amenities of properties on Porthill Drive.  Accordingly, the proposal is considered contrary to Core Strategy Policy CS6, the Type and Affordability of Housing SPD and the NPPF.  
  2. The LPA consider that the proposed development would lead to an unacceptable and unsafe conflict between pedestrians, cyclists and motorised vehicles due to the lack of provision of a continuous footpath along the length of Kelsalls Lane.  Accordingly, the proposal is considered contrary to Core Strategy Policy CS6 and the NPPF. 

 

Residential development site, land off Falkland Road, Dorrington, Shrewsbury, Shropshire (13/02776/OUT)

Outline application for the erection of 19 dwellings to include access from Falkland Road (amended description). 

Decision: That planning permission be refused, contrary to the officer’s recommendation, for the following reasons: 

1. The LPA consider that the proposed development does not represent a sustainable form of development. 

2. The LPA consider that the proposed development would compromise pedestrian safety due to the increased traffic and inadequacy of the footpath. 

Land south of 6 Old Top Cottages, Uffington, Shrewsbury, Shropshire (13/02843/OUT)

Outline application (access & layout) for the erection of 5 open market houses and 1 affordable dwelling (amended description). 

Decision:  That planning permission be refused, contrary to the officer’s recommendation, for the following reasons: 

1. The LPA consider that the proposal to be an unacceptable form of development that would have a ‘ribboning’ effect and extend the boundary of the village. 

2. The LPA consider that the proposed development does not represent a sustainable form of development.

  

Development land adjacent to Mary Webb Road, off New Pulley Lane, Bayston Hill, Shrewsbury, Shropshire (13/03793/FUL)

Construction of 34 two storey houses with associated new access road. 

Decision:  That this application be deferred to enable further negotiations to be undertaken with the applicant in relation to the improvement and maintenance of the footpath to the north east of the site.

 

88 The Mount, Shrewsbury, SY3 8PL (13/04483/FUL)

Erection of four dwellings with associated garages, following demolition of existing shed; formation of vehicular access. 

Decision:  That, subject to a Section 106 Legal Agreement to support the relevant affordable housing contribution and the conditions set out in Appendix 1 to the report, planning permission be granted as per the officer’s recommendation.

Proposed dwelling south west of Hawthorne Cottage, Pontesbury, Shrewsbury (13/04409/FUL)

Erection of a detached bungalow (following demolition of existing detached garage)detached garden room, together with a pull in for parking space. 

Decision:  

That, subject to: 

  • an ecological assessment being submitted and agreed with the council’s ecologist which adequately demonstrates that there will be no adverse impact on any protected species or that any adverse impact can be properly mitigated; and 
  • Further discussion regarding the design and access/egress of the site 
  • A Section 106 Legal Agreement to support the relevant affordable housing contribution. 

the Area Planning Manager be given delegated authority to grant planning permission, contrary to the officer’s recommendation. 

 

Proposed dwelling south of B4380 Holyhead Road, Bicton, Shrewsbury (13/04978/FUL)

Outline application for the erection of a single residential dwelling. 

Decision:  That, subject to a Section 106 Legal Agreement to secure the relevant affordable housing contribution and the conditions set out in Appendix 1 to the report, planning permission be granted as per the officer’s recommendation.
