North planning committee decisions – 12 November 2013

The following planning decisions were made by Shropshire Council’s North planning committee at its meeting on Tuesday 12 November 2013 in Oswestry.

Horton Gate land off B4397, Horton, Wem, Shropshire – 12/02985/OUT

Outline application for the erection of an agricultural worker’s dwelling; formation of new vehicular access.

Decision: 

That, having taken into account the additional information and representations before them, the committee reaffirms the decision made on 20 August 2013:

That, subject to conditions and the completion of a Section 106 legal agreement, outline planning permission be granted, contrary to the officer’s recommendation, as the supporting evidence presented with the application demonstrated to the satisfaction of the committee, that an exceptional need equivalent to that of a full-time agricultural worker to live permanently at Horton Gate in this open countryside location was essential and justified, and therefore complies with policies CS5 and CS11 of the Shropshire Core Strategy, the Shropshire Local Development Framework SPD on the Type and Affordability of Housing and the national planning advice set out in the NPPF.

 

57 Vyrnwy Road, Oswestry, Shropshire, SY11 1NS – 13/03825/FUL

Erection of single storey rear extension.

Decision: That planning permission be granted in accordance with the officer’s recommendation.

 

The Berringtons Farm, Newport Road, Woodseaves, Market Drayton, Shropshire – 13/03625/FUL

Change of use of domestic garage/storage building to form a self-contained holiday unit; formation of car parking area and installation of septic tank.

Decision: 

That, subject to the Planning Services Manager being given delegated authority to establish an appropriate set of planning conditions, planning permission be granted, contrary to the officer’s recommendation, for the following reasons:

  • It is considered that the proposed development is in accordance with the adopted Shropshire Council Core Strategy in that it does not conflict with Policy CS6, and significant weight should be given to the economic benefits that use for tourism purposes would bring to the area.

 

Land adjoining Croft Cottage, Moors Lane, St Martins Moor, Oswestry, Shropshire – 13/01233/OUT

Outline application for the erection of a detached dwelling.

Decision:  That planning permission be granted in accordance with the officer’s recommendation. 

 

Proposed residential development rear of Maesercroft, Kinnerley, Shropshire – 13/03217/FUL

Erection of 10 dwellings together with landscaping and associated car parking.

Decision:

That planning permission be refused, contrary to the officer’s recommendation, for the following reason:

Taking into account the Kinnerley Neighbourhood Plan 2013, the Kinnerley Parish Design Statement and Landscape Character Assessment, the density of the development is considered to result in overdevelopment of the site, which is out of keeping with the context of the village, and the designs are not considered to be of a high quality.  As such, the proposal is not considered to comply with the requirements of Policy CS6 of the Shropshire Core Strategy and the National Planning Policy Framework (NPPF) paragraphs 17 and 56.
